Approved a road department line-item transfer that moves $1.5 million budgeted for a delayed River Road bridge at Jacobs Creek to extended paving, overtime, uniforms, a computer and equipment, including a pickup truck.

The posted agenda listed a road department line-item transfer as item 24. The approved transfer redirects budgeted money while the River Road bridge work is delayed; the verified action does not establish a new bridge schedule. Residents can inspect the item in the posted Oct. 22 agenda and compare it with the recorded action.

Burn ban and land conservation

Approved an order banning all outdoor burning in unincorporated Comal County, starting at 6 a.m. on Oct. 23, 2026. The start time is the immediate service change for residents outside city limits; the reviewed outcome does not state an expiration date.

Approved an amended memorandum of understanding with the Great Springs Project to continue their partnership on a grant-funded land purchase and conservation easement worth $5.51 million. This was approval of the amended partnership agreement; the reviewed outcome does not identify a completed purchase or the parcel’s location.

Facility and public health work

Approved Change Order No. 11 from the Trevino Group for $88,040.54, paid with American Rescue Plan Act funds, to speed up drywall installation at the county mental health facility. The action identifies the added cost and purpose, but the reviewed outcome does not supply a revised opening date.

Approved Amendment No. 3 to a Department of State Health Services contract for the county public health department, adding $44,850 to budget year five for training and to extend a position. Approved Amendment No. 6 to a Department of State Health Services contract under the public health emergency preparedness grant for the Comal County Public Health Department. The vote was called, but the transcript does not record the result being announced. The latter qualification comes from the reviewed outcome and limits what can be said about the announced vote result.

County operations and spending

Approved Revision No. 1 to the county's Historically Underutilized Business (HUB) policy, which adds veteran HUB provisions to match state changes. Approved a line-item transfer from administrative contingency accounts to cover postage, shipping, short-term disability, transport, insurance and other costs for the rest of 2026. Approved a line-item transfer in indigent health care from hospital outpatient to hospital inpatient to pay inpatient expenses for indigent inmates for the rest of 2026.

Approved the county's claims as presented, with a stated total of $1,420,293.14, including $854,290.10 in regular claims. These are different accounting measures and should not be added together as a single meeting expenditure.

Items left for another day and other actions

The court did not take up items 20 and 21 because it was not prepared to. The posted agenda identified those items as Dell Apex backup and a cloud-backup transfer. It also scheduled a Johnson Way hearing and election question under item 5; the retained outcome excerpts establish no disposition for that item.

After executive session, approved a release agreement between Barbara C and Comal County and authorized the county judge to sign it. The verified public action establishes approval of that agreement, without establishing the substance of the private discussion.

Approved a proclamation recognizing Oct. 23-31, 2026, as Red Ribbon Week in Comal County. Approved a proclamation recognizing October 2026 as Hill Country Night Sky Month in Comal County. Approved a proclamation recognizing October 2026 as Head Start Awareness Month in Comal County. These recognition items were distinct from the spending, land and operational actions above.

Citizen comments

The posted agenda includes a Citizen Comments workshop heading. Its text does not identify speakers, summarize testimony or describe any council response. The retained outcome excerpts address numbered actions rather than that workshop discussion, so this guide cannot characterize residents’ comments or say whether anyone spoke. The workshop recording or detailed minutes are the next records needed to report those views accurately.

How to follow the next record

The posted agenda scheduled the Comal County Commissioners Court for Oct. 22, 2026, at 8:30 a.m. at 100 Main Plaza in New Braunfels. Readers can use the official Oct. 22 agenda to locate the numbered items, then check the court recording for the actions described here. The next records to watch are a bridge schedule or budget update, the return of backup items 20 and 21, and a fuller account of the workshop comments.
