The court approved claims for Oct. 1, 2026: $109,583.43 in EFTs and $948,578.79 in regular claims, for a total of $1,058,162.22.
It also accepted subdivision roads for county maintenance, approved a final plat and abandoned a remnant of an old road. The verified recording outcomes establish those decisions; the claims figures can be checked in the official meeting recording.
Before the votes, the Oct. 1 agenda proposed action on claims, subdivision roads, a road remnant and a certificates-of-obligation notice. The Oct. 1, 2026, Comal County Commissioners Court meeting was scheduled for 8:30 a.m. in the courtroom at 100 Main Plaza, New Braunfels. The named agenda is listed in the county's official agenda portal as “Commissioners Court Oct 1, 2026 - 08:30 AM Agenda.”
Roads, plats and land
The court approved the final plat of Flying W Unit 2. It also accepted the dedication of right-of-way along FM 1102, accepted the construction bond as surety for road and stormwater drainage improvements, and approved the requested variances. County staff said the development had vested rights under the old regulations. The approval sets the plat and related guarantees in place; it does not mean the roads have been accepted for county maintenance.
The court accepted a continuation certificate for a construction bond as a one-year extension of the surety for roads and other improvements in the Lark Canyon Unit 2 subdivision. The reviewed outcome says New Braunfels had not yet sent final approval to release the surety. The extension keeps that guarantee in place for another year.
The court accepted the roads and stormwater drainage improvements in Simmons Valley Unit 1 into the county road system for maintenance and released two letters of credit held as surety. It also directed the county engineer to execute a road permit. The court accepted the roads and stormwater drainage improvements in Simmons Valley South Entry Road 1 into the county road system for maintenance and released the subdivision's letter-of-credit surety. Those decisions shift maintenance of the accepted improvements to the county.
The court approved an order abandoning the southern remnant of the old New Braunfels-Blanco Road after the adjoining landowners reached an agreement on access. The reviewed outcome establishes the abandonment and the reported agreement, but does not spell out the agreement's terms. Those terms are the next useful record for affected property owners.
Water lands and county projects
The court adopted a resolution authorizing publication of a notice of intention to issue up to $25,575,000 in certificates of obligation, mainly for the county's Water Quality Protection Lands Program through the Texas Water Development Board. This authorizes a notice; the reviewed outcome does not itself record the issuance of certificates. The published notice is the next record to inspect for the proposed financing terms and timing.
