Comal commissioners are scheduled to consider taking The Preserve at Elm Creek Unit 2 roads into county maintenance, a New Braunfels flash flood warning agreement and a CEMEX deal for Krueger Canyon Road safety work.

The October 29 agenda also sets a workshop presentation on how land would be selected for the county’s Water Quality Protection Lands Program. The road and flood proposals could affect maintenance and warning service for residents.

The posted agenda sets out the October 29 proposals and workshop presentation.

For residents of The Preserve at Elm Creek Unit 2, the road proposal concerns who maintains the subdivision’s public roads and drainage. The agenda identifies the proposals but does not supply their full terms. Residents can watch for which facilities the county would accept, how the flood-warning system would operate and what work the Krueger Canyon Road deal would cover.

Roads, drainage and flood warnings

The court is scheduled to consider accepting The Preserve at Elm Creek Unit 2 roads and drainage, including public roads, into county maintenance. The proposed shift matters to people who use those roads and to taxpayers who fund county upkeep.

Commissioners are scheduled to consider a plat amendment for Cypress Lake Gardens. Commissioners are also scheduled to consider a plat amendment for Mystic Shores. Both proposals concern the recorded layout of their named developments.

Commissioners are scheduled to consider an interlocal agreement with New Braunfels for a flash flood warning system. People who rely on timely warnings can watch for how the two governments would divide operations and public alerts.

Commissioners are scheduled to consider a development agreement with CEMEX concerning Krueger Canyon Road infrastructure and safety. The agreement’s proposed work and responsibilities are the key details for road users.

Water-quality lands and county capacity

The workshop includes a presentation on the Water Quality Protection Lands Program selection process and application. Residents can hear how land could enter the program. Staff and elected officials are also scheduled to give reports during the workshop.

The court is scheduled to consider prequalification pools for engineering, architectural, geotechnical and surveying services. Those pools could determine which firms are eligible for later county work.

Commissioners are scheduled to consider an Engineer-in-Training job description. A separate Road Department transfer is proposed to cover the position’s cost for the remainder of 2026. The paired entries connect the staffing proposal to its proposed funding source.

Other scheduled business

The action agenda opens with consideration of claims. It also lists a Chapter 59 asset forfeiture audit report, a Dell Apex backup subscription and a cloud-backup line-item transfer. Those entries cover county financial review and technology operations.

Commissioners are scheduled to consider an Operation Green Light proclamation. They are also scheduled to consider a Czech Heritage Month proclamation.

The agenda includes a possible executive-session notice concerning property, economic development and litigation, with any final action to occur publicly.

How to attend and what to watch

The Comal County Commissioners Court meeting is scheduled for Thursday, October 29, 2026, at 8:30 a.m. in the Commissioners Courtroom at 100 Main Plaza in New Braunfels. The county’s Commissioners Court page describes the regular Thursday meeting location as the second-floor Main Courtroom of the Historic Courthouse. The posted agenda gives this meeting’s item order.

The workshop agenda allows general or item-specific citizen comments for up to three minutes per person and notes limits on the court’s response. Residents who want to speak about Elm Creek maintenance, flood warnings, Krueger Canyon Road or water-quality land selection can identify the relevant item when commenting. The official agenda lists the items to check against the court’s later public record.
