Bulverde’s notice sets the time and location for the Aug. 26 TxDOT Highway 46 ribbon cutting.

A TxDOT Highway 46 ribbon cutting is scheduled to happen at 10 a.m. Aug. 26 at 21100 TX-46 in Spring Branch.

For Bulverde-area drivers and residents, the new notice supplies a date and location to watch: 10 a.m. Aug. 26 near Cragg’s Do It Best at 21100 TX-46.

The City of Bulverde posted the notice because a possible quorum of its City Council may attend the event. City Secretary Sandra V. Ham certified that the notice was placed at Bulverde City Hall by 5 p.m. Aug. 14, putting a fixed time and place on the public calendar 12 days before the ceremony.

Council members may or may not attend. The notice also says members of the Planning and Zoning Commission, Zoning Board of Adjustment and Parks and Recreation Advisory Board may participate. It describes the gathering as a precautionary potential-quorum posting under the Texas Open Meetings Act, not as a City Council meeting.

The complete one-page source package identifies the event as a TxDOT ribbon cutting, but it does not name the Highway 46 project or construction segment being marked. It also does not announce a road opening, lane closure, detour, traffic-control plan or public-attendance policy. Those distinctions matter because a ceremony notice alone does not establish a change in driving conditions.

The notice says any city action based on information observed or discussed at the gathering would have to become the subject of a later, properly posted public meeting.
