Bulverde’s adopted fiscal 2027 plan sets the city property-tax rate at $0.2953 per $100 of taxable value and projects $670,110 more total property taxes than the prior budget.

Bulverde homeowners within city limits get a city rate of $0.2953 per $100 of taxable value, and the ordinance says maintenance-and-operations tax on a $100,000 home rises approximately $35.54.

What it costs

The adopted budget says $190,225 of the $670,110 projected increase comes from new property and describes the total increase as 16.5% over the prior budget. Those are citywide revenue figures; they are not an increase assigned to every existing home. A homeowner’s city tax depends on that property’s taxable value.

The tax ordinance states $0.2953 per $100, while the budget cover prints an estimated $0.295343 per $100; the ordinance figure is rounded to four decimal places. The ordinance’s approximately $35.54 maintenance-and-operations illustration concerns a $100,000 home. It should not be applied as the increase for homes with different taxable values.

Who pays, and where the money is budgeted

The city's general-fund ad valorem revenue budget moves from $4,223,700 in fiscal 2026 to $4,731,314 in fiscal 2027. That general-fund line is a different measure from the budget cover’s $670,110 increase in total property taxes.

The fiscal 2026 budget allocated $3,212,160 to public safety, $733,632 to public works and $1,172,000 to professional and contractual services. A Comal.News comparison of the adopted budget shows the budgeted public-safety allocation falls $292,916, public works rises $60,334 and professional and contractual services rises $145,905.27 from fiscal 2026 to fiscal 2027.

The public-safety personnel line drops from $2,779,960 to $2,480,429. Within public works, the road repair and maintenance line moves from $0 to $40,000, while the potholes line moves from $30,000 to $0. These line changes give residents specific spending measures to compare with later expenditure and service reports.

What to check next

The ordinance sets Jan. 31, 2027, as the due date for city taxes and says they become delinquent Feb. 1. Residents can inspect the adopted tax ordinance for the city rate and due date, then compare their own taxable value with their issued tax bill.

For the spending side, the next test is whether fiscal 2027 expenditure and service records show what the public-safety, road-work and contract allocations bought. The adopted budget provides the amounts against which those later records can be checked.
