Bulverde Commercial Plan Seeks Cut 3 Feet Past City Limit

The applicant wants 7.037 feet of excavation on an undeveloped 2.01-acre lot. Council must weigh traffic, safety and neighboring property before allowing more than four feet.

Bulverde’s Aug. 25 City Council packet describes the proposed grading variance and the limits of the requested authorization.

BCO 3 LLC cannot make its proposed 7.037-foot cut at 120 Bulverde Crossing unless Bulverde City Council grants a variance from the city’s four-foot limit; the variance has not been approved.

For people who live, work or own property near 120 Bulverde Crossing, the council must decide whether the deeper excavation would affect traffic, public health, safety, convenience or welfare, or injure other property in the area.

Bulverde’s development portal lists application VR-26-06 as under review. The meeting packet says the Planning and Zoning Commission recommended approval after a unanimous motion, but City Council still must decide the request.

The Extra 3.037 Feet

Bulverde’s code ordinarily limits cuts into natural grade to four feet. The proposal would permit a maximum cut of 7.037 feet in designated areas shown in the application for a new commercial building.

The applicant attributes the request to the property’s topography, detention area, setbacks and utility easements. Those are the applicant’s stated reasons; City Council must make the findings required for a variance under the city code.

City Council meets at 6:30 p.m. Tuesday, Aug. 25, in the Bulverde City Hall Council Chamber, 30360 Cougar Bend. The agenda says residents may register before the meeting to speak on the item for up to three minutes.
